The French Finance Act 2025 brings a decisive change for companies operating POS systems or cash registers in France: Self-certification (or self-certification/self-attestation), which has been allowed since January 2018, will be abolished. This method, which was considered an alternative to the NF525 or LNE certificates, will no longer be officially valid from February 16, 2025. This means that all self-certified cash register solutions will no longer be legally compliant in future.
POS systems must now prove their compliance with the Anti-VAT Fraud Act through certification from one of two accredited bodies: Infocert or LNE.
As it is not technically possible for many software providers to carry out immediate certification, the French tax authorities have published a transitional regulation in BOI-TVA-DECLA-30-10-30 dated April 16, 2025:
Self-certifications will be accepted until August 31, 2025.
From September 1, 2025, POS systems must then:
Valid certification will be mandatory from March 1, 2026.
From February 16, 2025, POS systems in France will no longer be allowed to prove their compliance through self-certification. However, thanks to the transition period, there is still time until the end of August to take appropriate measures.
Companies operating electronic cash register systems in France must now take action to ensure that their systems are either certified or in an ongoing certification process by September 1, 2025 at the latest. This change affects all companies operating in France that use electronic cash register systems
