New requirements for POS software providers from 2026
From 1 January 2026, Croatia will introduce Fiscalization 2.0. Among other things, mandatory digital invoicing (e-invoices) will become compulsory for B2B transactions.
The reform builds on the B2C fiscal system from 2013 and is intended to modernize business processes, create transparency and reduce tax fraud through real-time access to invoice data by the tax authorities. The abolition of paper documentation and certain tax forms will also reduce the administrative burden. The reform is expected to simplify compliance and support more efficient financial management.

What does fiscalization 2.0 mean in Croatia?
The reform builds on the fiscalization system from 2013 and pursues clear objectives:
- Modernization of business processes
- Reduction of tax fraud
- Real-time access to invoice data for the tax authorities
- Elimination of paper-based documentation and simplified administrative effort
These changes are coming to companies:
- Reporting obligation for B2B e-invoices
- Expansion of the scope of mandatory fiscalization for all payment methods beyond traditional cash transactions (PayPal, Google Pay, Stripe, etc.)
- The receipts must contain a six-digit CPA classification code (Classification of Products by Activities) for each item sold.
